I just got a 5 year old charpie and I need for her to stop barking when my friend Allen comes over!?

He is the only person she keeps barking at. Everybody else she is fine with. Now Allen is tall, has long hair, and wheres a hat that he will not take off. He is very stern looking. He is a very nice person. He is not mean to her and now he won't even come over unless I lock her my bedroom. I told him that I refuse to do that. I know that I will be losing a friend, but I feel that I should keep both and not let one go.

They say dogs are a good judge of character.
Tell him to take the dam hat off, it's rude to wear hats indoors anyways.
If all she's doing is barking, have him come in and just ignore her. If she starts to approach him, have him hold a treat in his hand for her WITHOUT looking at her or paying her attention. Let her make all the moves, any gestures on his part are likely to scare her off at this stage.
Shar Pei? The dog is probably upset because you cant even spell it's breed name.
Make Allen a person the dog wants to see, have him bring the dog treats and make a fuss over it when he comes over.
Reward the dog for any positive behavior at first, then withhold reward till the dog exceeds that level of positive behavior, then reward the dog periodically for being "good".
Shar Pei's are guard dogs, and probably sees a tall, scowling man as a threat.
On the other hand, how well do you know this guy?, dogs are often excellent judges of character.
If your friend values your friendship, he will make the small effort it would take to put the dog at ease when he comes over.
He won't even take the hat off for five minutes to help you and your dog? Jeez. Sorry, but doesn't sound like much of a friend.
Anyway, he can try squatting and turning sideways when he enters so that he isn't as intimidating. You should be across the room with your dog, giving her treats as soon as he enters. Allen can step out after a couple of minutes, at which point the treats should stop. Then put your dog in another room for the rest of the time he is there. After you do this a few times the dog should be able to stay out a bit longer when Allen is around. Eventually he can toss some treats to your dog, then offer them from his hand.
Make sure you are using good treats, too. Biscuits aren't likely to be rewarding enough. Use small bits of chicken, hot dog, cheese...whatever your dog goes ga ga over.
